Over the past week, five Canadian provinces have opened their doors to newcomers through their Provincial Nominee Programs (PNPs). Ontario, British Columbia (BC), Quebec, Alberta, and Prince Edward Island (PEI) have issued invitations to individuals deemed suitable to address the specific labor market and demographic needs of their respective regions.
With the exception of Nunavut and Quebec, all provinces and territories in Canada utilize PNPs to select candidates for immigration, reflecting their unique requirements and priorities. Quebec stands as an exception due to its distinct immigration agreement with Immigration, Refugees and Citizenship Canada (IRCC), which grants it greater control over economic immigration within the province.
Ontario | via Ontario Immigrant Nominee Program (OINP)
Between March 16 and March 22, Ontario conducted three draws under its Ontario Immigrant Nominee Program (OINP).
The first draw, held on March 19, saw the government of Ontario issue 1,370 invitations to candidates in the Master’s Graduates stream with a score of 52 or higher. Simultaneously on March 19, a separate draw issued 104 invitations to candidates in the PhD Graduates stream with a score of 42 or more. Notably, both streams considered candidates across all occupations.
Furthermore, on March 21, the province issued 2,281 Notifications of Interest (NOIs) to candidates eligible for the Express Entry Human Capital Priorities stream. This draw specifically targeted individuals with work experience in certain tech occupations. All candidates who received a NOI during this draw had Comprehensive Ranking System (CRS) scores ranging from 468 to 480.
British Columbia | via British Columbia Provincial Nominee Program (BCPNP)
On March 19, 2024, British Columbia conducted two provincial immigration draws through the British Columbia Provincial Nominee Program (BCPNP).
In the first draw, a total of 88 invitations were issued across five streams: Skilled Worker, Skilled Worker – EEBC option, International Graduate, International Graduate – EEBC option, and Entry Level and Semi-Skilled. Candidates needed a minimum score of 125, except for Entry Level and Semi-Skilled candidates who required a score of 98, to receive an invitation.
Additionally, four more draws were conducted, targeting candidates from the Skilled Worker and International Graduate streams, including those under the Express Entry British Columbia (EEBC) option. Invitations were distributed across four occupational categories:
27 invitations for childcare occupations
21 invitations for construction occupations
30 invitations for healthcare occupations
Less than five invitations for veterinary care occupations
For all occupational categories except construction, candidates needed a minimum score of 80 (except for construction, where the minimum score was 85) to receive a BCPNP invitation during this draw.
Quebec recently announced the outcomes of a provincial immigration draw held on March 7, 2024. During this draw, 1,136 individuals were issued invitations by the Minister of Immigration, Francization, and Integration to apply for permanent residency.
Please note that Quebec typically releases the results of these draws retrospectively. The invitations issued via Quebec's Arrima platform occurred on March 4, 2024. To be eligible for consideration, candidates needed to fulfill the following criteria:
Demonstrate a proficiency level of at least 7 in oral French, as per the Échelle québécoise des niveaux de compétence en français (Québec's scale of French proficiency levels for adult immigrants) or its equivalent.
Hold a valid job offer located outside the territory of the Communauté métropolitaine de Montréal.
Attain a score of 603 points or higher.
Following this invitation, Quebec immigration candidates can proceed to apply for a Quebec Selection Certificate. This certificate is a prerequisite for those intending to settle in Quebec before applying for Canadian permanent residence with IRCC.
Alberta | via Alberta Advantage Immigration Program (AAIP)
Alberta has recently disclosed the outcomes of two draws conducted through its Alberta Advantage Immigration Program (AAIP), with the first occurring on February 20 and the second on March 5.
It's important to note that Alberta typically releases the results of its provincial immigration draws retroactively. During the February 20 draw, the provincial government issued 33 Notification of Interest (NOI) letters to eligible candidates under the "dedicated healthcare pathway with Alberta job offer" category, all of whom possessed a minimum CRS score of 311.
Subsequently, on March 5, Alberta issued 34 more Notification of Interest letters through the AAIP to candidates from the same category as the February 20 draw. However, this time, the minimum CRS score required for all invited candidates was lowered to 303.
Prince Edward Island | via PEI Provincial Nominee Program (PNP)
On March 21, the PEI Provincial Nominee Program (PNP) issued 83 invitations to candidates employed in healthcare, manufacturing, and construction sectors.
